Direitos digitais em perspectiva: Evolução dos debates no Fórum de Governança da Internet

The article discusses the concept of privacy based on the distinction between public and private, especially in face of the ubiquity of information and communication technologies in social life. It starts from the premise that the personal is even more political nowadays, due to the phenomenon of surveillance capitalism. In order to anchor the theoretical debate in an empirically informed discussion, the work analyzes mobilized discourses about digital rights within the scope of the main sessions of the Internet Governance Forum, an internationally qualified and diverse space that discusses technology and society. The objective is to map the main controversies about digital rights and their relationship with contemporary democracies. The procedure adopted is a combined methodology based on both quantitative and qualitative data from the main sessions of the event. The analysis starts from a survey of the recurrence keywords related to the research; privacy, rights and surveillance. In addition, a qualitative analysis of the discourses mobilized in these activities is carried out. As a result, the article maps the evolution of the digital rights debate and its controversies over more than a decade. Among the main conclusions of the work, the emphasis lies on the need for transparency and accountability of the artificial intelligence algorithms that operate digital systems.
