The digitization of rotating parking spaces: regional platforms and the modernization of urban mobility services in the contemporary world

Abstract

The current stage of development of information technologies allows for the exponential growth of financial transactions conducted through digital means and the implementation of new public functionalities. Thus, the objective is to contribute to the discussion of the relationship between technology’s integration into urban mobility and how it influences actions and the creation of models for monitoring on-street parking, from a new perspective of the city’s digital connection. Our methodology consists of gathering secondary data, both quantitative and qualitative, obtained from scientific articles and reports on the subject, along with fieldwork conducted in selected cities in the state of São Paulo. It is concluded that this company is positioned within the process of expanding financial services and new forms of digital payment, and that digitalization aligns with better effectiveness in extracting more revenue from public spaces.

  • Leandro Di Genova Barberio, São Paulo State University

    PhD candidate in the Graduate Program in Geography at São Paulo State University “Júlio de Mesquita Filho” (unesp) - Campus - Rio Claro. Master's degree from the Graduate Program in Geography at the same institution (2025), where he developed his dissertation on the theme “Rotating parking concessions and financial system participation: the links between urban planning in central areas of São Paulo municipalities and the company Estapar,” with funding from FAPESP. He holds a bachelor's degree in Geography from the São Paulo State University “Júlio de Mesquita Filho” (unesp). He is a member of the Latin American Network of Researchers on Urban Theory (RELATEUR), the Laboratory for Geographic Research on Land Use (LUTe), and the Study Group: The World Inside and Outside the 4 Lines (GEMDF4L). 

  • Maria Carolina Graciano Sugahara, São Paulo State University

    PhD candidate in Geography at the Graduate Program in Geography (PPGEO), specializing in Spatial Organization and researching Territories, Economic Changes, and Public Policy, at São Paulo State University Júlio de Mesquita Filho (UNESP), Rio Claro Campus. Master's degree in Geography from the São Paulo State University “Júlio de Mesquita Filho,” Rio Claro Campus (2024). Licentiate and Bachelor's degree in Geography with an emphasis on Socio-spatial Analysis and Territorial Planning from the São Paulo State University “Júlio de Mesquita Filho,” Rio Claro Campus (2015-2021).

    Lecturer in Territorial Planning at Unesp - Universidade Estadual Paulista Júlio de Mesquita Filho - Rio Claro Campus (2019). CNPq researcher (PQ-II) since 2023. Currently Associate Professor (MS 5.3), assigned to the DGPA - Department of Geography and Environmental Planning at UNESP - Universidade Estadual Paulista Júlio de Mesquita Filho - Rio Claro Campus. He is a professor in the Geography Undergraduate program and a professor and advisor for Master's and Doctoral students in the PPGG - Graduate Program in Geography at the same institution.
