Family health strategy management: evaluation of teams participating in the 3rd PMAQ-AB cycle in a mid-sized Brazilian city
Abstract
Introdução: O Ministério da Saúde (MS) instituiu em 2011 o Programa Nacional de Melhoria do Acesso e da Qualidade da Atenção Básica (PMAQ-AB). Objetivo: Este estudo analisou a implementação do 3º ciclo do PMAQ-AB na cidade de Aracruz/ES, ocorrido no período de 2015 a 2016. Métodos: Abordagem qualitativa por meio da Análise de Conteúdo e estudo de caso foram adotados para investigar o fenômeno em questão. Foram realizadas 22 entrevistas envolvendo o Subsecretário de Saúde, Coordenadores do PMAQ-AB, Conselheiros Municipais de Saúde, Apoiadores Estaduais de Saúde, gerentes, dentistas e enfermeiros da ESF. As entrevistas e documentos oficiais foram analisados por meio da Condensação de Significados em duas categorias como eixos norteadores: formulação, implantação e implementação do PMAQ e percepção do programa. Resultados: Os entrevistados mostraram-se envolvidos e apontaram dificuldades decorrentes da sobrecarga de funções, da estrutura física das unidades, além da falta de material e de capacitação sobre o programa. Dentre as melhorias apontadas, aparecem a organização do processo de trabalho e as práticas desenvolvidas. As dificuldades apresentadas pelos entrevistados trazem à tona a falta de retorno em relação às avaliações e ao recurso financeiro advindo do programa. Conclusão: A experiência foi significativa, emergiram sugestões de melhorias em relação ao processo de avaliação e monitoramento da saúde e questionamentos quanto à falta de retorno sobre os resultados das avaliações e uso do recurso.
