Non-attendance of users in specialized procedures in SUS: efficiency strategies in times of austerity
Abstract
O absenteísmo dos usuários é um fenômeno descrito na literatura científica como o não comparecimento a procedimentos agendados, é uma ocorrência comum, tanto na rede pública quanto em serviços privados de saúde, sendo um problema crônico e mundial na assistência à saúde.
Apesar do desperdício de recursos preciosos que gera, causando ociosidade, o absenteísmo apresenta-se como desafio de longa data para gestores na saúde no Brasil, visto que sua prevalência pode variar de 10% a 41,3% em municípios brasileiros. Também em países como Portugal e Espanha pode variar de 20% a 36,4%, respectivamente.
O absenteísmo ganha ainda mais importância no contexto contemporâneo de austeridade fiscal vivenciado no Brasil, com queda de recursos para a saúde6, impondo inúmeras dificuldades para a assistência integral no SUS. Tais dificuldades possivelmente serão agravadas pelas consequências de EC 95/2016, que limita os gastos públicos por 20 anos. A EC 95 pode dificultar ainda mais o incremento de recursos para a saúde e demais políticas sociais, representando uma grande ameaça a essas demandas, com provável repercussão nos indicadores de saúde da população.
