The port of Chancay, the Belt and Road Initiative, and the economic development of Peru

The article analyzes the role of the port of Chancay within the framework of relations between China and Peru, arguing that this project deepens the extractivist economic model and the country’s structural dependence. Peru is characterized as a dependent capitalist economy whose main function in the international division of labor is to supply natural resources to advanced capitalist countries and China. Although the port of Chancay promises GDP growth, employment, and continental logistical integration, these benefits will not translate into substantial improvements for the majority of the population. On the contrary, they reinforce an exclusionary model that requires only a fraction of the labor force and generates superexploitation and informality. The article emphasizes that Chinese investment responds to a geoeconomic strategy aimed at securing resources and reducing logistical costs, thereby increasing China’s political and economic influence over Peru and Latin America.
