Trajectory of institutional purchase of food from Family Farming for the School Feeding Program, in two municipalities in Minas Gerais between 2011 and 2021: do municipalities follow Law n°11,947 of mandatory purchase?

The National School Feeding Program consists of transferring financial resources from the National Education Development Fund to states and municipalities for the purchase of food intended for school feeding. It is a strategy promoting Food and Nutritional Security since the enactment of Law n°11.947/2009. The objective of the study was to describe and discuss the trajectory of institutional purchasing of Family Farming foods for the School Feeding Program in the municipalities of Mariana and Ouro Preto, Minas Gerais, from 2011 to 2021. This was a descriptive study, with analysis of secondary data obtained from official portals of the Federal Government and information collected directly from the Municipal Education Departments of the two municipalities. The values transferred by the federal government and the percentage used in the purchase of family farming foods for the program were described, as well as the number of family farmers residing in the municipalities and the region's productive potential. The results indicated a low adherence of the municipalities in the purchase of Family Farming foods and products for school feeding, without reaching the minimum required by the legislation, and demonstrated that the municipalities have productive potential. Therefore, the importance of a government organization to articulate the operationalization of the program, from the assistance given to rural producers, the supervision of the School Food Council regarding compliance with the legislation, and the political will to make the program effective in its entirety was concluded.
