Brazilian psychiatric reform and the barriers to overcoming the asylum model

Abstract

This article reflects on the advances and setbacks in Mental Health Policy in the context of Brazilian Psychiatric Reform, emphasizing the changes made from 2017 to 2019. We maintain that these changes, which took place under the Temer and Bolsonaro governments, mischaracterize mental health policy, as they financially encourage the maintenance and expansion of the asylum model through psychiatric hospitals and Therapeutic Communities. From bibliographic research it was possible to establish a critical dialogue with theorists who perceived asylum institutions as functional to the capitalist order and as reproducers of inhumanity. Documentary analysis shows that the clash involves political and economic aspects that directly interfere in the social sphere where mental healthcare services take place.
