A reforma da Política Internacional de Drogas virá de baixo para cima

Em seu texto, intitulado “Política de drogas na segunda década do novo milênio: Reforma ou revolução?”, Francisco Inácio Bastos faz uma firme e precisa análise dos movimentos atuais de abertura e reforma da política internacional de drogas, na fronteira entre o proibicionismo e seu contraponto: a redução de danos, construída a duras penas como uma prática de resistência por atores sociais engajados na saúde coletiva e movimentos organizados oriundos das comunidades afetadas pela epidemia da AIDS na década de 1980. Como destacado, essa política que pretende reduzir os riscos do consumo sem necessariamente exigir a abstinência, cuja estratégia original consistia na troca de seringas entre usuários de drogas injetáveis, com muito custo alcançou posteriormente o status atual de política pública em alguns países na forma de ações em saúde e suporte social, em contraponto à pura repressão que almeja a interdição do consumo e a produção de determinadas substâncias por meio da ameaça de pena de prisão.
