Metodologias para avaliação do custo marginal de redução de emissões de gases de efeito estufa na descarbonização: uma revisão sistemática

Resumo

Trata-se de uma revisão das metodologias que utilizam o custo marginal de abatimento (MAC) de emissões de gases de efeito estufa, o objetivo é identificar os tipos de abordagens disponíveis, suas vantagens, desvantagens, em que casos são utilizadas e qual a sua complexidade (tanto computacional como obtenção de dados). Os resultados da pesquisa foram encontrados e explicados seis tipos principais de modelos: abordagens baseadas em especialistas, modelos de engenharia, funções de distância, modelos de equilíbrio geral computável, modelos de avaliação integrada e modelos híbridos em que todos utilizam curvas MAC para identificar medidas econômicas a mitigação da mudança climática e estabelecer caminhos de descarbonização. Além disso, é discutida a possibilidade de utilizar modelos híbridos que integrem diversas metodologias para uma avaliação mais completa, assim como as dificuldades de sua aplicação. A principal contribuição é não apenas trazer uma revisão sobre as metodologias, mas também comparar as e mostrar quais contextos cada uma é melhor aplicada buscando servir como um guia para futuras pesquisas e aplicações práticas na área de economia ambiental.

    Neyval Costa Reis Jr. é Professor Titular da Universidade Federal do Espírito Santo e Bolsista de Produtividade nível 1 do CNPq. Graduado em Engenharia Mecânica pela Universidade Federal do Espírito Santo (1995), concluiu o Mestrado em Engenharia Ambiental na University of Manchester Institute of Science and Technology (1997) e Doutorado em Engenharia Ambiental - University of Manchester Institute of Science and Technology (2000).

    Sua contribuição é caracterizada pela interdisicplinaridade, empregando ferramentas de engenharia e fenômenos de transporte para a solução de problemas ambientais, incluindo caracterização e dispersão de poluentes em ambientes urbanos, estimativas de emissão e mitigação/impacto/resiliência a mudanças climáticas, contando com mais de 70 publicações em periódicos científicos e mais de 650 citações em periódicos internacionais. Sua atuação acadêmica é bastante caracterizada pela integração dos esforços de pesquisa com transferência de tecnologia para empresas e entidades públicas, tendo atuado em atividades de consultoria e assessoria à diversas empresas, tais como Arcelor Mittal, Fíbria Celulose, Petrobras, Fundação Renova, e entidades públicas, tais como Ministério da Saúde, Instituto Estadual de Meio Ambiente e Recursos Hídricos, IBAMA e Governo do Estado do Espírito Santo.    

    Foi Diretor de Pesquisa da UFES entre 2008 e 2012 e Coordenador Adjunto da área de avaliação da CAPES de Engenharias I, nos anos de 2011 e 2012. Foi membro do Conselho Deliberativo do SEBRAE-ES entre 2014 e 2020. Foi Pró-Reitor de Pesquisa e Pós-Graduação da Universidade Federal do Espírito Santo (UFES) e membro do Conselho Estadual de Ciência e Tecnologia do Espírito Santo entre 2012 e 2020. Atualmente, é Coordenador do Instituto de Estudos Climáticos da UFES/VALE/FAPES e Coordenador do Plano Estadual de Neutralização das Emissões de GEE do ES (NetZeroES).
