FOCUS AND SCOPE

Argumentum was a semi-annual publication from 2009 to 2015, becoming quarterley from 2016. It is linked to the Postgraduate program in Social Policy at the Federal University of Espírito Santo. It is classified as A1 by Qualis Periódicos. Of an academic nature, it has an interdisciplinary character and publishes research, articles and discussions on the themes of Social Policy, State and Society and their diverse interactions. It also opens up spaces for other relevant works on the theme according to Section Policies. 

The mission of the journal is to be a periodical of excellence in the area of Social Service by means of the publication of research, articles and discussions on the themes of Social Policy, State and Society and their diverse interactions.

PEER REVIEW PROCESS

The texts submitted to publication will be analyzed by peers (renowned and knowledgeable specialists from different institutions and countries) who are members of the Scientific Editorial Board or ad hoc consultants, who will judge the appropriateness (or not) of accepting the text.

The text forwarded to the evaluation board will not contain the author's identification.  Reformulation or compliance with editorial standards may be suggested to the authors.

The opinions about the texts should categorize them into one of the following: Accept without revision, accept with revisions, resubmit to evaluation, resubmit it somewhere else, reject.

The ethical issues of research involving with humans are the author’s responsibility and should be in accordance with the principles contained in the Declaration of Helsinki of the World Medical Association (1964, revised in 1975, 1983, 1989, 1996 and 2000) and Resolution 196 of the National Health Council.

The Scientific Editorial Board reserves the right to make minor alterations in the text in order to speed up the publication process.  Major structural and content alterations should be agreed by the authors.  No further modification in the text will be permitted once it is evaluated and accepted.  Specific cases should solved by the Editorial Board.

The decision about the publication of works will be made by the Editorial Board, based on the journal's editorial policy. The Scientific Editor will solve any doubts and disputes arising from it, as well as the decision about the final edition.  The analyses will take into account: adequacy, clarity and accuracy regarding scientific production, wording, content, and ethical-theoretical probity.

The Editorial Board ensures author's anonymousness in the evaluation process, as well as the evaluation board's participation secrecy, in order to allow freedom for judgments and evaluations.

In the last issue of each year, the journal will publish the names of the evaluators who have selected the texts in that year, without specifying which texts have been analyzed by whom.

The authors are solely responsible for the opinions and concepts included in the texts, as well as accuracy, appropriateness, and origin of quotations and references. These data do not necessarily reflect the Editorial Board's opinion.

About the Electronic Journal Publishing System

The journal uses the Electronic Journal Editing System (Open Journal System - OJS 2.2.2.0), which is an open code system for managing and publishing journals developed , supported, and distributed for free by Public Knowledge Project, licensed by GNU General Public License.

Such access is associated with increased readership and increased citation of an author's work. For more information on this approach, see the Public Knowledge Project, which has designed this system to improve the scholarly and public quality of research, and which freely distributes the journal system as well as other software to support the open access publishing of scholarly resources.

By "open access" to this literature, we mean its free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself. The only constraint on reproduction and distribution, and the only role for copyright in this domain, should be to give authors control over the integrity of their work and the right to be properly acknowledged and cited.

POLICIES RELATING TO THE PRINCIPLES OF DIVERSITY, EQUITY, INCLUSION, AND ACCESIBILITY

Argumentum asserts its commitment to promoting and disseminating knowledge as a common good, equitably, and justly, incorporating the principles of Diversity, Equity, Inclusion and Accessibility (DEIA) and thus promoting inclusive governance and diverse and minority audiences. Consequently, Argumentum declares its efforts in favour of the Sustainable Development Goals (SDG/UN), with emphasis on objectives 5-Gender Equality and 10-Reducing inequalities.

In this sense, Argumentum undertakes to:

- Contribute to initiatives that promote changes in the academic community that meet the cultural ethos of inclusion, equity, and representation of diversity.

- Always work for broad representation of authorship, editing, and evaluation, considering geographic, institutional, and socioeconomic diversity.

- Promote and welcome submissions from minority and diverse audiences.

- Encourage authors to use respectful and inclusive language when writing their manuscripts. Inclusive language refers to diversity and considers all people with respect and is a language that is sensitive to differences, and which promotes equal opportunities (see APA’s Inclusive Language Guidelines).

- Guide associated editors and evaluators to speak out immediately when language is identified that promotes racist, ageist, or sexist bias, or any type of bias that promotes disrespect, exclusion, or aversion to any type of audience or population.

- Refer authors to the Sex and gender equity in research and scientific publishing: the SAGER guidelines and its checklists, which offer a systematic approach to the use and editorial review of information regarding sex and gender in research;

- Guide authors, reviewers, and editors to familiarise themselves with the following documents, the SciELO Declaration in Support of Open Science with IDEIA, APA’s Racism, Bias, and Discrimination, APA’s Action Plan for Addressing Inequality, and APA’s Equity Diversity and inclusion, and COPE’s Diversity and Inclusivity, and COPE’s Diversity, Equity, Inclusion, Accessibility position statement before submitting to Argumentum;

- Seek representatives from minority groups, in addition to geographic, institutional and gender diversity, to occupy governance and evaluator positions.

- Monitor and analyse gender indicators of the editorial, authorship, and evaluation bodies.

- Encourage and support data collection that allows for the development, measurement, analysis, and management of diversity, equality, inclusion, and accessibility indicators.

- Strengthen communication with all stakeholders (principally the editorial board, evaluators, and authors) regarding the relevance of adhering to DEIA principles and ensuring the progress of the science.

- Promote the FAIR Principles (findable, accessible, interoperable, and reusable) in all collections.

ARGUMENTUM EDITORIAL DEVELOPMENT PLAN

Argumentum’s editorial development plan presupposes a systematic process of critical reflection on its historic pathway, its current state and challenges, and the defining of goals to achieve its objectives. The Argumentum editorial development plan, below, presents a set of goals, premises, and general foundations that aim to classify this periodical as one of global editorial excellence.

Boost the speed and visibility of scientific output on the themes of Social Policy, State, and Society and their diverse interactions with the fields of Social Service and Applied Social Sciences.

Remain up to date and compliant with good editorial practices and ethical precepts; Professionalise production and editorial management.

Recognise and value authors, reviewers, and editors.

Expand and innovate the means and forms of dissemination of scientific output.

Align with Open Science practices.

Publications

Recommend that research data be made available, or information be provided as to its location.

Implement continuous publication from 2025.

Maintain and improve the publication of articles in a variety of formats, especially in HTML and XML along with PDF (adopted in 2023).

Adopt national and international quality criteria to maintain an ethical and transparent editorial process.

Maintain measures to increase parity in gender, race, and region among published authors.

Adopt measures to increase parity in gender, race and contribution parity resulting from cooperation across the global south among published authors.

Monitor, jointly with the technology sector, the continuous updating of the Open Journal Systems (OJS) software.

Open Science and transparency

Progressively adopt measures to increase transparency and publicity, with a strategy aligned with Open Science practices.

Disclose editorial flow mechanisms.

Keep the Editorial Development Plan (PDE) updated, with annual review.

Ensure that processes and guidelines for accepting articles originally submitted as preprints are fit for purpose.

Plan a management and sharing policy for research data.

Disclose the responsibilities and individual contribution of the authors.

Indexation and impact

Increase Argumentum’s ranking on national and international indexes, especially in Scopus, Web of Science, and the Scielo Brasil Collection.

Update requirements for maintaining indexing on the Redalyc database.

Maintain higher stratum and excellence classification in Qualis Periódicos Capes Social Service.

Participate in events and discussion groups on the themes of Social Service and scientific communication, such as the events of the Brazilian Association of Scientific Editors (Abec) and the Brazilian Institute of Information in Science and Technology (Ibict).

Academic community

Promote compliance of systems and processes aligned with the General Personal Data Protection Law (LGPD) - Law No. 13,709, of August 14, 2018.

Continuously invite excellent institutions and researchers to enrich the pool of ad hoc reviewers.

Improve the invitation and recognition processes for collaborators, ad hoc referees, and editors.

Keep the acting Editorial and Editorial Boards up to date through dialogue and consultations.

Internationalisation

Promote the dissemination of the magazine in line with the objectives and needs established in the internationalisation strategy and linked with the Internationalisation Plan of the Postgraduate Programme in Social Policy (PPGPS) of the Federal University of Espírito Santo (Ufes).

Maintain the role of foreign editors on the Editorial Board.

Expand the processes of dissemination, recruitment, and take-up among overseas researchers and foreigners residing in Brazil.

Continue the publication of content, summaries, and titles, in the English language, in addition to the original language of the article.

Keep up to date the Revista website, translated into English and Spanish.

Promote the participation of editors in international events on the area.

Financing

Maintain and expand financial support together with the Fundação de Amparo à Pesquisa e Inovação do Espírito Santo (Espírito Santo Research and Innovation Support Foundation (Fapes)), in the same form as for 2023.

Seek financial support from other public scientific funding agencies, through funding notices for scientific journals.

Editorial team, editorial board, and external reviewers

Expand the editorial team, according to the demand of submissions, through public recruitment.

Expand and renew the registration of external evaluators, striving for parity of gender, race, and regionality, in addition to expanding internationalisation.

Increase the integration of editorial board members on Argumentum’s core issues in decision-making.

Promote the continued training of the editorial team.

Scientific publicity

Publish calls for articles in English to encourage the submission of articles by foreign authors and assist in the international recognition of the journal.

Study, together with the Ufes Communication Secretariat, the implementation of a Marketing and Publicity Plan for the Journal to increase the impact and level of engagement on social networks of published research, and targeting a broader, possibly non-academic, audience.

Publicise the magazine and its publications on social networks.

Encourage the use of academic social networks by authors.

Organise means of publicising and debating of published articles at small events (webinars) and/or podcasts.

Issue press releases regarding new editions and published articles. (ex. Abec).

DIGITAL PRESERVATION POLICY

Argumentum is hosted on the Portal de Periódicos of the Universidade Federal do Espírito Santo (Ufes), which guarantees the preservation of your content in two forms. Backups are made daily. The content is also preserved on the Rede Brasileira de Serviços de Preservação Digital (Rede Cariniana) (the Brazilian Network for Digital Preservation Services). As indicated by the Instituto Brasileiro de Informação em Ciência e Tecnologia (IBICT), the Rede Cariniana is part of the Stanford University, Lots of Copies Keep Stuff Safe programme.

PUBLICATION ETHICS AND PUBLICATION MALPRACTICE STATEMENT

The Argumentum journal is committed to maintaining the highest standards of ethical publication and takes all possible measures against any malpractices in the publication process. We assume that the principles recommended by the Committee on Publication Ethics - COPE (http://publicationethics.org/)  ) should guide the behavior patterns of all parties involved in the act of publishing: the author, the magazine's editors and editorial board members. For the authors, besides the conditions included in the submission process also is required:

Ethical issues relating to research with humans beings are the sole responsibility of the authors.

All papers resulting from research or experience reports involving human being will have their publication subject to compliance with ethical principles, which should be clearly described in the last paragraph of the Methodology section of the article. Should indicate whether the procedures complied with the Declaration of Helsinki in constant (1975, revised 1983). The work of brazilian authors should also indicate compliance with Resolutions of the National Health Act. 196, 10/10/96 and n. 251, 07/08/97. From 2012 the author (s) (s) shall (will) also present the opinion of the Ethics Committee at their home institution.

Fair play

The Editor-in-Chief and the reviewers evaluate manuscripts for their intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the authors.

Confidentiality

Any manuscripts received for review must be treated as confidential documents. They must not be shown to or discussed with others except as authorized by the editor of Argumentum.

Standards of Objectivity

Reviews will be conducted objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly, with supporting arguments.

Acknowledgement of Sources

Reviewers should identify relevant published work that has not been cited by the authors. Any statement that an observation or argument had been previously reported should be accompanied by the relevant citation. A reviewer should also call to the editor's attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge.

Fundamental errors in published works

When an author discovers a significant error or inaccuracy in his/her own published work, it is the author’s obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper.

Any departures from the above-defined rules should be reported directly to the Editor-in-Chief, who is committed to providing swift resolutions to any of such a type of problems.
