Saneamento ambiental no Brasil: legado histórico e desafio para a Política Social

Ensaio sobre o saneamento ambiental no Brasil destacando o legado histórico e o desafio contemporâneo para a sua afirmação como medida de política social. A temática é enfocada a partir de dois temas-chave: a dinâmica da urbanização e a oscilação do saneamento ambiental como questão de saúde pública e de infraestrutura das cidades. A reflexão encontra-se lastreada em pesquisa teórico-documental e evidências histórico-empíricas, num arco temporal que vai do período republicano até o presente, onde o direito à cidade e ao meio ambiente equilibrado figura no arcabouço político-jurídico do Estado brasileiro. Conclui-se que a tendência a secundarizar o saneamento ambiental como medida de saúde pública no Brasil, restringe a ação do Estado como promotor e garantidor de direitos sociais.Downloads
