Este trabalho discute os direitos sociais e a cidadania em face aos atuais processos de regionalização e globalização econômica, com incidência desigual entre países e, em especial, sobre a população residente em áreas de fronteira. Tomando como referência empírica a região fronteiriça entre Brasil, Uruguai, Paraguai e Argentina assinala como a geopolítica fronteiriça vem demandando a uma revisão quanto à garantia de direitos sociais com a emergência de ações e pactos inovadores evidenciando o incipiente fenômeno da desnacionalização.
