The place of the Public Policy on the Solidarity Economy in the Capital Crisis

Em 2003, no Brasil, institucionalizou-se na estrutura do Ministério do Trabalho e Emprego, através de uma secretaria, a política pública de economia solidária para fomentar a geração de renda pela via do trabalho associativista não assalariado. Este artigo apresenta uma confrontação entre as diferentes interpretações da tal política no âmbito nacional, visando compreender os elementos discursivos empregados e as relações que se estabelecem com os ditames do neoliberalismo para o mundo do trabalho. Trata-se de um texto descritivo e analítico, resultado de pesquisa bibliográfica. Depreende-se do estudo que a política pública de economia solidária é um fenômeno complexo, pois no contexto de crise do capital se insere como uma via para o “desassalariamento legitimado”, contudo, representa um marco do projeto democratizante ameaçado recentemente após impeachment da presidenta Dilma Rousseff.
