Avançando na eficiência de políticas públicas: a avaliação de programas governamentais

O objetivo do artigo é realizar uma revisão conceitual da tradição de avaliação de programas governamentais. Será dada ênfase aos modos de utilização das diferentes técnicas avaliativas para a verificação dos graus de eficiência dos programas implementados. Inicialmente, será feita uma descrição histórica do desenvolvimento da tradição avaliativa nos Estados Unidos. A segunda seção está devotada aos aspectos conceituais relativos à avaliação de programas. A terceira seção caracteriza o Modelo Lógico e de Teoria do Programa, estruturas analíticas de auxílio à atividade avaliativa. A quarta seção apresenta distintos atores sociais que podem relacionar-se ao longo da existência de um programa. Finalmente, o trabalho é concluído com a indicação dos limites que envolvem o uso das estratégias avaliativas em programas governamentais.Downloads
