Política de drogas na segunda década do novo milênio: reforma ou revolução?

No novo milênio, diversas áreas da vida social e individual têm experimentado reformulações profundas, que, a despeito de inúmeras contradições e assimetrias, tem, em alguns contextos, um caráter de revolução, segundo meu ponto de vista.
A título de exemplo, analisemos brevemente as profundas mudanças no âmbito das questões sociais e jurídicas referentes à sexualidade e reprodução humana, emblematicamente representadas pela regulamentação, num amplo (e crescente) conjunto de países ocidentais, da assim denominada "união estável/casamento gay". É necessário assinalar que tais reformulações são, invariavelmente, nacionais ou subnacionais (como no exemplo das legislações específicas dos diferentes estados norte-americanos) e que heterogeneidades marcantes persistem, não tendo havido mudança alguma nos países islâmicos, como também em países asiáticos onde a população islâmica é minoritária (como China e Tailândia), além da África subsaariana (com exceção parcial da África do Sul). Ao contrário, em alguns países, como Uganda, houve, na verdade, a aprovação de legislação ainda mais restritiva, não apenas às uniões homoafetivas, como também ao conjunto de direitos básicos dos homossexuais masculinos e femininos.Downloads
