From the horizontal city to the vertical city: land income as a perspective to understand changes in spatial forms in Vitória, Brazil

The subject of this investigation is Vitória (ES), which in the 1940s was still a predominantly horizontal city. However, in the following decade, the process of verticalization intensified, starting in the central area and gradually extending to the coastal neighborhoods. At the time, most land was publicly owned and could be transferred to individuals who applied to the state in exchange for an annual fee. The government enacted laws to facilitate the occupation of these lands, including the provision of construction materials. A relationship emerges between the transfer of land ownership from public to private hands and the methods of building construction that shaped the city’s spatial configuration: Vitória transformed from a horizontal city into a vertical one as buildings were developed for rental and sale. The hypothesis suggests that the privatization of land and its instrumentalization – shaped by the construction of spaces for private use, rental, or sale – provides theoretical insights into the city’s spatial configuration.
