Performance Evaluation of Human Resources in The Public Sector

Analysis of a Fragment of the Literature and Research Opportunities

Abstract

The article aims to analyze the characteristics of the field of studies related to the performance evaluation of human resources in the public sector and its research opportunities. It proposes a bibliometric review carried out with the help of the Knowledge Development Process-Constructivist (ProKnow-C). The bibliometric analysis of the proposed variables from the Bibliographic Portfolio (BP) points to the following main findings: (i) the change in focus from measurement to performance management; (ii) 21% of the BP works did not use basic theories; (iii) emphasis on the psychological contextual domain of performance evaluation; and (iv) focus on the design and implementation stages of the lifecycle of performance evaluation systems (DSS). The research contributes by providing subsidies to researchers and public managers about research opportunities and the evolution of human resources performance evaluation in the public sector.
