COVID-19 and prison system in Brazil: chronicle of a declared pandemic

Abstract

Since March of this year the Covid-19 theme has been addressed from various angles. However, what draws our attention is the low visibility given to the Brazilian prison system, and the situation faced by male and female inmates. This article aims to raise awareness of this issue. Based on data from the National Survey of Statistical Information of the Brazilian Penitentiary System and from the Prison System Monitoring and Inspection Group, the analysis shows that the global health crisis caused by Covid-19 has been deepened by structural problems in prisons, which has increased the number of cases and deaths across the country.

Joana das Flores Duarte, Universidade Federal de São Paulo (Unifesp)

Professora da Universidade Federal de São Paulo do Curso de Serviço Social. Possui graduação em Serviço Social pela Pontifícia Universidade Católica do Rio Grande do Sul (2013). É Mestra em Serviço Social ( 2014-2016) e Doutora (2016-2019) pelo Programa de Pós-graduação em Serviço Social da PUC/RS. No mestrado pesquisou sobre adolescentes do sexo feminino em medida privativa de liberdade no Rio Grande do Sul e a interface com a seletividade penal de gênero no Sistema Socioeducativo. No Doutorado sobre mulheres no mercado informal e ilícito de drogas na última década (2006-2016) no Brasil. Tem experiência na área da infância e juventude, com ênfase na Execução da Medida Privativa de Liberdade para jovens autores e autoras de ato infracional e Mulheres no mercado varejista de drogas. Integra o Grupo de Estudos e Pesquisas em Violência - NEPEVI na Pontifícia Universidade Católica do Rio Grande do Sul. Neste grupo atua em pesquisas sobre violência contra a mulher numa perspectiva feminista e consubstancial (Gênero, Raça e Classe Social) na contemporaneidade e suas múltiplas expressões no meio rural, urbano e comunidades quilombolas. Integra também o Laboratório de Estudos sobre Hegemonia e Contra-Hegemonia (LEHC) da Universidade Federal do Rio de Janeiro. Integra o Grupo de Trabajo: Feminismos, Resistencias y Emancipacíon (2019-2022) do Consejo Latinoamericano de Ciencias Sociales (CLACSO).
