Transition policies for electromobility: comparative analysis between Brazil and France

Abstract

This study provides a comprehensive analysis of the policy landscape for the transition from fossil fuel-based mobility to electric mobility in Brazil and France, highlighting public policies, economic incentives, and technological advances, considering how each of these countries has behaved in the new socio-environmental context. The results show that France has a more consolidated scenario, with a greater share of electric cars in the market, an extensive charging network, and greater financial incentives, thus stimulating the acceptance of light electric vehicles. Brazil, on the other hand, despite having a favorable energy matrix, still has limited policies, insufficient infrastructure, and high car prices, factors that hinder the expansion of this sector. It is concluded that, while France already stands out as a benchmark in electromobility, Brazil needs to overcome structural and economic challenges to ensure this progress.

    Graduate student in Civil Engineering at the Polytechnic School of Pernambuco, University of Pernambuco (POLI-UPE), General Engineer specializing in Building and Public Works at the National School of Engineers of Tarbes (ENIT), Building Technician at the Federal Institute of Pernambuco (IFPE).

  • Bianca M. Vasconcelos, Universidade de Pernambuco

    Adjunct Professor at the Escola Politécnica da Universidade de Pernambuco (UPE), permanent lecturer in the Civil Engineering Graduate Program (PEC), and leader of the research group registered with CNPq “Ergonomics, Hygiene, and Occupational Safety.” She is coordinator of the Structuring Teaching Nucleus (NDE) of the Civil Engineering course. She is editor of REPA (Journal of Engineering and Applied Research), member of the scientific committee of SHO (SPOSHO/PT), member of GT Formación and GT Diseño y estética de las infraestructuras of RUITEM (Ibero-American University Network for Territory and Mobility). She has coordinated/coordinates research projects with funding from public development agencies (CAPES, CNPq, FACEPE) and partnerships with industry. She works in Accessibility and Assistive Technologies; BIM; Construction 4.0; Macroergonomics; Occupational Safety in Construction. 

  • Sabrina Rayane Silva Lucena, Universidade de Pernambuco

    Graduated in Civil Engineering from the Escola Politécnica de Pernambuco (POLI), where she is currently pursuing a Master's degree in BIM. In the academic field, she was a teaching assistant for the programming course in the 2019.1 semester, during which she won the Academic Excellence Award, and a teaching assistant for Architecture in the 2021.2 semester. She participated in scientific initiation projects in the area of renewable energy sources and sustainability with the support of CNPq. She was part of the Junior Enterprise associated with POLI, where she gained experience in civil construction projects and developed commercial and strategic techniques. Soon after, she worked on the development of modeling, dimensioning, and documentation projects for building installations. She is currently a member of the Ergonomics, Hygiene, and Occupational Safety Research Group at the Universidade de Pernambuco - POLI/UPE, where she conducts research focused on BIM. Professionally, she works in the field of civil construction management.
